HSE Officer – Construction

Job Summary
We are seeking a dedicated HSE Officer with 5–10 years of construction experience to implement and monitor health, safety, and environmental practices on construction sites in Abu Dhabi. The candidate will support the HSE Engineer and Management Team in promoting a safe work environment, ensuring compliance with UAE labor law, Abu Dhabi authority requirements, and company safety standards.

Key Responsibilities
Health, Safety & Environmental Compliance

Assist in implementing HSE plans, policies, and procedures on site

Conduct daily site inspections, safety patrols, and audits
-
Monitor work practices and ensure compliance with UAE labor law and Abu Dhabi HSE regulations
-
Identify unsafe conditions, unsafe acts, and potential hazards
Risk Assessment & Incident Reporting

Participate in risk assessments, Job Safety Analysis (JSA), and toolbox talks
-
Investigate incidents, accidents, and near-misses; document findings and assist in corrective actions
-
Maintain incident, accident, and safety observation records
Training & Awareness
-
Conduct site safety inductions, orientations, and refresher training for workers and subcontractors

Promote safety culture and awareness programs on site
Documentation & Reporting
-
Maintain HSE checklists, permits, and inspection logs
-
Prepare daily/weekly HSE reports and dashboards for management
-
Ensure documentation is in line with ISO 45001 and project HSE requirements
Coordination & Site Support

Liaise with project teams, subcontractors, and HSE engineers for safety compliance
-
Support site emergency response drills and fire safety programs
-
Assist in inspections by authorities, insurance auditors, and third-party safety consultants
Qualifications & Requirements
Education
-
Diploma or Bachelor’s Degree in Occupational Health & Safety, Environmental Engineering, Civil/Construction Engineering, or related discipline
Experience
-
5–10 years of HSE experience in construction projects

Minimum 3–5 years in UAE / Abu Dhabi construction projects
-
Exposure to residential, commercial, high-rise, infrastructure, or mixed-use projects
Certifications (Preferred)
-
NEBOSH International General Certificate (IGC)
-
OSHA 30 Construction Safety
-
First Aid and Fire Safety Training
Technical Skills
-
Knowledge of UAE labor laws, Abu Dhabi HSE regulations, and ISO 45001 standards

Proficient in MS Office, HSE reporting tools, and documentation

Ability to conduct inspections, audits, and safety monitoring
Competencies

Strong attention to detail and proactive approach

Good communication and interpersonal skills

Ability to enforce safety standards on site

Team-oriented and capable of coordinating with multiple disciplines
Preferred Candidate Profile

Experience working with main contractors, subcontractors, or PMC firms in Abu Dhabi
-
Hands-on experience in site safety inspections, incident reporting, and authority compliance
-
Ability to mentor junior HSE staff and promote a safety culture
